Catholic Charities of Orange, Sullivan & Ulster to Lay Off 33 Employees Across Multiple Locations

Catholic Charities of Orange, Sullivan & Ulster (CCOSU) has announced plans to lay off 33 employees across its locations in Newburgh, Port Jervis, and Goshen, New York.
The layoffs are scheduled to begin on May 23, 2025, and will conclude by August 15, 2025, as outlined in a Worker Adjustment and Retraining Notification (WARN) filed with the New York State Department of Labor.
The layoffs, classified as economic and other reasons, will impact employees across several facilities. According to the WARN notice, the organization currently employs 75 workers, meaning the layoffs will affect approximately 44% of its workforce.
The impacted sites include:
- Newburgh Location (280 Broadway) – 3 affected employees out of 16 total.
- Port Jervis Location (150 Pike Street) – 3 affected employees out of 5 total.
- Goshen Location (27 Matthews Street) – 14 affected employees out of 23 total.
The notice states that affected workers at these locations were not represented by a union.
Elias Flores, the DOL Rapid Response Coordinator, is overseeing the workforce transition efforts. The Orange County Workforce Development Board has been designated to provide assistance to affected employees, including job placement services and retraining opportunities.
The layoffs reflect ongoing challenges in the healthcare and social assistance sector, where financial pressures and operational restructuring continue to impact employment. CCOSU has not publicly commented on any potential plans for rehiring or restructuring following these workforce reductions.
